LBL AOP 9/30: Modelica Buildings Library release - Done.

Modelon

OCT license development in discussion. Ratio check may include Modelica.Blocks.

LBL and NREL fine with OCT on Python 3.9.

Compiler integration

Kyle has been refining it.

FMI-QSS

Refactored QSS for the new specification of the short-circuiting.

Modelica Buildings Library

Enabled OpenModelica CI tests.

Will rename ThermalZones.EnergyPlus package to have version number of E+.

EnergyPlus-Modelica coupling

Address how to handle idf files with 

Zone,

Sen reports validation that indicate a problem with this construct. ("convection load we got from the ThermalZoneAdapter only returns the load for one single floor instead of that for the 10 floors") Sen to enter an issue in the Buildings library github site.

Buildings 9 release target for January or February, with EnergyPlus 9.6 and Spawn 0.3.x on Ubuntu 20.04.
