Merit and peer review

Review went fine and reviewers seem to have been satisfied with the work/proposal, will share official feedback when we get it.

Refactoring room air balance

Update to EnergyPlus 8.9. Completing API (all specified variables). Multiple buildings (global state). Investigate CTF heat balance w.r.t. stability.

Move to Buildings.Experimental. Put .so on git repo of Buildings (git-lfs). Add reading capability of any EnergyPlus output variable. Writing to EMS actuators. Write to EnergyPlus meters for output file reporting?

JSON representation for OS front-end to Modelica

LBL to work on parsing library and exporting graphical annotations.

FMI-QSS

Stuart works on developing FMU-QSS export. Works on developing modelDescription.xml file.
