Refactoring room air balance

See https://github.com/lbl-srg/modelica-buildings/issues/1129#issuecomment-393285857 for open tasks, and a new bug regarding announcing the next event time.

Kyle to look into segfault. This also happens with JModelica but not with OpenModelica.

Multiple FMUs: Kyle to work on accessing variables.

Michael to scope how to access controls I/O, building on external interface.

Optimica license protection

Discussions are in progress with Modelon. Approach is to add a signature based on the Spawn input file.

JSON representation for OS front-end to Modelica

No activity.

FMI-QSS

Stuart interconnected FMU and run with QSS solver. Now builds master algorithm with custom FMI extensions to get performance. When it is clear how these extensions need to be, he will specify it in the design document so that we can discuss it with Modelon. At that point, we can also see if the master algorithm can/should be put into PyFMI or be a stand-alone C. We also need to address how to solve algebraic loops that are formed across multiple FMUs.
