Feature Description

This patchset adds CSRs for recently ratified RISC-V extensions:

• Smstateen (State Enable Extension)
• Sscofpmf (Count Overflow and Mode-Based Filtering Extension)
• Sstc ("stimecmp / vstimecmp" Extension)
