(Use Case Vocabulary) national borehole databank
National obligation for drillers to declare where, how, ... they drilled a Borehole and provide the description of what they observed (log) and associated documents (end of drilling report, construction details). For example, in France every type of Borehole (actually every hole deeper than 10 meters) is to be declared even those used in Oil & Gas (embargo periods can apply). Similarly in Australia, any bore drilled for groundwater must be reported.
"A borehole is the generalized term for any narrow shaft drilled in the ground.". INSPIRE definition (removing ", either vertically, horizontally, or inclined." from the initial GeoSciML one).
some time boreholes can have several identifiers. several organization assigning them a unique identifier -> https://github.com/opengeospatial/boreholeie/issues/16
administrative unit on which the borehole is located -> https://github.com/opengeospatial/boreholeie/issues/10

custodian, operator
National data bank managers still receive papers... https://github.com/opengeospatial/boreholeie/issues/12
"Drilling artefact. Sub-part of a Borehole."
"Unique Z reference for the Borehole on which every Z related observation depends"
"where the reference was measurement (top of casing, ...")
"A drilling campaign is a planned set of drilling carried out over a given period of time for a specific objective." (EPOS conceptual model)
