Description

We decided to enable the native editor onboarding features for all users, e.g. the new block badge.

To test: See WordPress/gutenberg#35201.

PR submission checklist:

Wanna run full suite of Android and iOS UI tests? Click here and 'Approve' CI job!

Relocate the notes to correct "unrelease" section. Remove help support
articles as it was delivered in a previous release via a beta fix.
