Next release planning (1.14.0)

Tracking a few regressions in version 1.13.2, we should probably get out a release quickly once these are resolved.

• Fix some errors in GeoDjango stubs #1335
  • Fixes "OGRGeometry" has no attribute "__iter__" (not iterable) #1333
  • Fixes error: "bytes" has no attribute "tobytes"  #1336
• Allow returning Response from admin @action callbacks #1331
  • Fixes Recent change to admin action decorators bans return values #1330
• Allow int, bool for data argument in test.client.Client.get() #1345
  • Fixes Recent changes to test.client.Client.get() do not accept valid data types #1327

We can update to mypy 0.991 thanks to @flaeppe, and will call the next version 1.14.0.

• Suppress FieldDoesNotExist raised from attribute on class definition #1329
  • Unblocked Update to mypy 0.991 for compatible-mypy & CI #1260
  • Fixes Plugin regression with mypy 0.99x: FieldDoesNotExist #1261

Also some nice to have PRs still waiting for community reviewers:

• Remove unintentional re-exports #1309
• Remove unintentional GeoDjango re-exports #1308
• Improve types of as_sql() and as_<engine>() methods #1315

Lots of good stuff already merged to master, also besides the ones linked above.

As it stands, the desired behavior in #1327 is still undecided. IMO we can delay this. Additional opinions welcome.

Have reviewed #1315 - just one nit.
Will try to review #1309 and #1308 later today.

Would still like to see a solution to #1276 as that is a blocker for me upgrading as it introduced a ridiculous number of errors... Will need to have a dig into that...
