Add OCR functionality to Shutter

New program on getdeb.net uses tesseract OCR, it seems to work ok.

Personally I am very interested in this feature.

Targeting this to milestone 0.85 but I can't promise anything because I am pretty unfamiliar with current ocr techniques / tools.

Shutter is really fast and usefull, whit OCR it would be better!
