Dev test: pH Scale 1.5.0-dev.1

@KatieWoe, @kathy-phet, @arouinfar, ph-scale/1.5.0-dev.1 is ready for dev testing. Assigning @kathy-phet and @KatieWoe for prioritization.

This is not a typical dev test. The sole purpose is to verify the issues listed in "Issues to Verify". It is not necessary to fully exercise the sim; that will be done in a future dev test. If you encounter a new problem while verifying, please create a GitHub issue in https://github.com/phetsims/ph-scale/issues and link to this issue.
