doc: Simplify Windows deployments with RuntimeClass #16697

The RuntimeClass scheduler work done in 1.16 can actually simplify steering Linux or Windows pods to appropriate nodes. This adds an example and suggested default RuntimeClasses to take advantage of it.

I also corrected some references to labels that changed as they were promoted from beta to stable.

I'm seeking review from SIG-Windows and SIG-Node before this should merge, so I placed a hold on it.

Should we target master rather than release-1.16 branch?

@tengqm - I can rebase to master if you'd like. I would like this in both places, so should I PR to master then cherry-pick to 1.16?

lgtm with one clarification.

1. Run `kubectl create -f runtimeClasses.yml` using as a cluster administrator
1. Add `runtimeClassName: windows` or `runtimeClassName: linux` as appropriate to Pod specs

Is the step to add runtimeClassName for (pre-existing) Linux pod specs optional and specified here mainly for consistency? I think the taint on the Window nodes would automatically keep all Linux pods away from the Windows nodes, right?

I believe you're right, and I think it might be confusing to suggest that users need to use/apply the Linux runtimeClass if realistically they can just ignore it.

i was about to comment the same as Ben. the toleration annotation seems off
