Tracking issue for Substrate 3.0 upgrade

ChainX 3.0.0

• Wait for Update Substrate to 3.0 #439, continues in the develop branch.
• Rework the transaction-fee xpallet(Remove the duplicated RPC for getting the transaction fee details #442)
• Force the validators in the waiting list to run a node(Force the validators in the waiting list to run an authority node #546)
• Fix the Docker build(Docker build failed at the latest develop branch #545)
• Since https://github.com/paritytech/substrate/pull/7474, if the global logger has been initialized before the init of substrate cli, the binary will exit directly. We need to work it out.
• Rerun benchmarks(Rerun benchmarks for all xpallets #565)
• Take care of the pallets that need a storage migration
• Bump up the version
