Remove Widevine ARM64 DLL fix

Resolves brave/brave-browser#38012.

(Mostly) reverts the following PRs:

• Support Widevine in Arm64 Brave on Windows #18695
• Add BravePersistedDataTest #22202
• Fix build on Arm64 Windows #22005
• Fix spurious crash on Arm64 Windows #22199
