Discuss webvtt issue 511 at TPAC: VTT metadata

cc @eric-carlson who may or may not be attending in person... so as late as possible in the 14:30–17:30 block on Tuesday may be ideal, if Eric is calling in from Pacific Time

Also this should not conflict with the APA/TTWG meeting planned for Thursday 14 September at 14:30-16:30. Since this is a concrete proposal, I'd like to keep the time block focused on solving this VTT Metadata issue.

@nigelmegitt FYI, to avoid conflicts with ARIA, Tuesday afternoon is currently open for me for the VTT Metadata #264. I'll be traveling most of this week too, but will try to check here to confirm the timeslot when it's allotted.

I saw the scheduling topic was discussed, but haven't seen whether there is a final schedule.

I see that ARIA is not meeting between 1300 and 1730 on the Tuesday, though it's reasonable to expect attendees to have lunch at 1300 or soon after.
