Agenda+ TPAC 2023 planning

TPAC Schedule announced: https://www.w3.org/2023/09/TPAC/schedule.html - TTWG Meeting Tuesday 12th September, with joint meetings on Monday 11th September.

• Are we able to identify any likely agenda topics at this stage?

This is the last meeting in which to finalise our agenda.

Agenda topic issues requested (will be added to #262):

• Discuss webvtt issue 511 at TPAC: VTT metadata #264 (WebVTT issue VTT Metadata Cue format is ambiguous; some metadata may be unintentionally presented to the user in a context outside HTML webvtt#511)
• TextTrackCue proposal (@eric-carlson @marcoscaceres requested via @nigelmegitt as Chair)
• DAPT issues and pull requests including Registries
• IMSC-HRM implementations

Joint meetings
