Why I did it
There was a requirement to support such configuration on this platform from Microsoft.
How I did it
Added a "1x100G(4)" breakout mode to platform.json, which allowed it to be set as a default breakout configuration or set on the dut.
How to verify it
When the dut boots with this configuration set, 1x100G connected to ports will come up.
