Remove the @need_symbol('...') decorator of test.test_ctypes since
requested symbols are now always always available in ctypes.
Use directly the @unittest.skipUnless() decorator for the two types
only available on Windows:
* ctypes.WINFUNCTYPE
* ctypes.oledll
