Although, I think there is some value in untangling such large changes in orthogonal pieces. For example, auto-formatting files can be handled separately from a rewrite and allow for earlier landing. NBD either way.

Thanks for the nudge here @jdufresne. I've made #9693, to untangle the "scaffolding changes" from the "content changes".
