Publish prototype version that includes the "Photons" and "Layer Model" screens

We'd like to make the 2nd and 3rd screens available to users sooner rather than later, but we have a ways to go on description, so we'd like to publish a prototype version that includes the basic functionality and excludes phet-io (the phet-io brand would not be published) and interactive description.

Here are some notes:

• This release should include dynamic locales and layout
• We will leave the description that is there by default in place (i.e. we will leave supportsInteractiveDescription set to true).
• This version should include the new artwork (see Need artwork for observation window and icons #49)
• Cleaned up focus order versus what it has as of this writing
• Includes sound (hopefully including the mixing work that is being done now)
