Meta Issue for k8s 1.24 bump

In order to bump Operator SDK to support Kubernetes 1.24 there are a few dependencies we rely on making the bump first.

This issue is meant to help track all dependencies and the status of their bumps.

Order of dependency bumps

Step 1: upgrade controller-runtime, controller-tools, helm, and operator-framework/operator-manifest-tools(can be done in parallel)

• sigs.k8s.io/controller-runtime (v0.12.1 supports k8s 1.24, PR: ✨ Bump to k8s.io v1.24.0 kubernetes-sigs/controller-runtime#1885)
• sigs.k8s.io/controller-tools (v0.9.0 supports k8s 1.24, PR: ✨ Bump k8s to 1.24.0 kubernetes-sigs/controller-tools#669)
• operator-framework/operator-manifest-tools (PR: chore: bump k8s deps to 1.24 and Go to 1.17 operator-manifest-tools#26)
• helm.sh/helm/v3 (3.9.0 supports k8s 1.24, commit: helm/helm@bd7c97f)

Step 2: upgrade operator-framework/api and sigs.k8s.io/kubebuilder-declarative-pattern (can be done immediately after controller-runtime)

• operator-framework/api (0.15.0 supports k8s 1.24, PR: chore: bump k8s deps to 1.24 & makefile go 1.18 support api#242)
• sigs.k8s.io/kubebuilder-declarative-pattern (PR: Bumped versions of k8s dependencies and controller-runtime and k8s dependencies kubernetes-sigs/kubebuilder-declarative-pattern#217)

Step 3.1: upgrade operator-framework/operator-registry and operator-framework/operator-lib (can be done immediately after operator-framework/api)

• operator-framework/operator-registry (PR: (chore): bump k8s to 1.24 operator-registry#964)
• operator-framework/operator-lib (0.11.0 supports k8s 1.24, PR: (chore): bump k8s to 1.24 operator-lib#108)

Step 3.2: upgrade kubebuilder (blocked until kubebuilder-declarative-pattern is bumped)

• sigs.k8s.io/kubebuilder/v3 (PR in progress: ⚠️ (go/v3 and config-gen alpha command) Update controller-runtime dep from v0.11.2 to v0.12.1, controller-tools from v0.8.0 to v0.9.0 and k8s deps from 1.23 to 1.24.1 kubernetes-sigs/kubebuilder#2679)

Step 4: upgrade operator-framework/helm-operator-plugins and operator-framework/java-operator-plugins

• operator-framework/helm-operator-plugins (v0.0.11 supports k8s 1.24, PR: bump dependencies to support k8s 1.24 helm-operator-plugins#174)
• operator-framework/java-operator-plugins (v0.5.0 uses 1.24 kubebuilder chore: bump k8s 1.24 via kubebuilder update java-operator-plugins#88)

Step 5: upgrade operator-framework/operator-sdk dependencies

• Bump SDK to use k8s 1.24 (PR in progress: Bump versions for k8s 1.24 #5843)
• Bump envtest to 1.24 (PR: Bumping envtest to 1.24 #5835)
