The Proposal Process

Team = Company, team, project, dev-entrepreneur, shop. Etc. The submitter/s of the proposal.

Guidelines

  • Projects under 50k will likely be reviewed by Admins and Ecosystem Success leaders and not presented to the council. These will follow a more standard NF process.
  • Budgets should be considered for one calendar year. If the project requires multiple years, please submit only the current year's proposal with expected milestones. Teams should mention a summary of the multi-year plan in a separate section.

Workflow

  • Create a Telegram group or provide an existing one to the committee.
  • Proposals are created as stand-alone or in response to an RFP. Use the Infrastructure Committee Portal to make submissions.
  • The public, the working group, and the committee will be free to ask questions or provide attestations. Please respond as soon as possible.

1. Create a Telegram Group

  • Only required if one doesn't exist. If one already exists, please inform the committee in the ic_requests group.
  • Sensitive information will need to be shared in this group. If you have a larger group, we suggest you ask us to create a new group with a more limited audience.
  • Contact the Working Group Admins on our Telegram group.
  • Admins will create a Telegram group for your company/team as "IC (NEAR) <> [company/team name]." Admins will invite other Working Group members to help coordinate. You are welcome to invite any team members you are comfortable with to the group.
  • This will be the primary channel for all communications that require privacy, coordination of KYC/B, funding coordination, and project management of approved proposals.

2. Creating The Proposal

  • Please use the Proposal Markdown Template for the Body of your proposal. These sections prompt for information the committee would like to make an informed decision.

Proposal Guidelines

  1. Please fill out all sections as is reasonable for your proposal.
  2. Responding to each comment in the markdown template is unnecessary. These are provided as helpful hints. Please feel free to remove any comments from your submission.
  3. Please include only the current year's budget. The budget should include the total amount requested and an itemized list of how the funds will be used.
  4. If you have a multi-year plan, please mention it in a new section. You can refer to this in future proposals. We accept proposals only for the current calendar year.
  5. If you need an additional section for your proposal — please add it! This is a suggested template based on what committee members asked to see. More information is welcome.
  6. If you have any promotional, marketing, or supporting documentation, please link to it in your proposal. This information needs to be revised in the body of the proposal.

3. Voting On Proposals

Based on the volume of submissions, the Infrastructure Committee will meet periodically to vote on proposals. The committee endeavors to vote on proposals promptly. Parties are notified via a response in the proposal thread on the portal.

B. Rejected Proposals

Rejections will be posted in the proposal thread on the proposal.
