add az-cli for capz windows images

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Looks good judging by the output in the Azure windows jobs. (The ova failure is an unrelated flake, we can run it again.)

Is this something we want on every image produced or should it be configurable? It sounds like we install it on linux?

I think we only want it when building images for the Azure provider, and that's how it is for LInux as well AFAICT. (Despite the generic name debian.yml, it looks like it's only included by azure.yml.)
