Fixes #3018

What changes did you make and why did you make them ?

  • I added a new note "Note: The Prioritized Backlog column is filtered so the first (top) issue has the highest priority and should be worked on next." to section 2.2 of the Contributing.md file.
    This was done to clarify the process for choosing new issues to work on for the new members, so that higher priority issues can be worked upon first.

Text has been added to the bottom of 2.2 before the current note and it's reflected in the page display after using the "Display rendered blob" button from the original issue. Looks good to me. Nice work.

Created a new repository on my personal remote and verified that Section 2.2 of CONTRIBUTING.md has indeed been modified to reflect the new note.
