[7.x] Migrate joi to 17.4.0 and adapt the codebase (#99899) #100378

Backports the following commits to 7.x:

* bump joi to 17.4.0, start adapting stuff

* remove custom validation rule, adapt instead

I think this PR accidently broke support for setting server.host to 0 in 7.x, which is a breaking change
