Add nio transport to security plugin #31942

This is related to #27260. It adds the SecurityNioTransport to the
security plugin. Additionally, it adds support for ip filtering. And it
randomly uses the nio transport in security integration tests.

Just to be clear this is randomized per node so tests could currently use a mix of Netty4 and NIO transports if there are multiple nodes in the integration tests.
