Because the tests sometimes reached into the crate, some code duplication was necessary.

The "deno" crate will only provide the CLI executable. deno_core
provides lower-level Rust APIs. In the future we hope to break the CLI
up further into other crates (like deno_fetch) that can be used, but we
cannot commit the the interfaces currently exposed in cli/lib.rs.
