EU4toVic2, 1.0Wallachia
Pumpjack Release
Even through Vic3 is out in force, Vic2 will continue receiving updates so conversions remain possible for as long as EU4 is in development. Which is hopefully not that long, seriously. There are no major changes since last release, just some minor fixes and tweaks.
Hotfixes

Shuffles
- Nope.
1.0V "Venice" - for 1.34 and previous
EU4toVic2, 1.0Venice
Mercantile Release
We carry on with updates to Vic2, on the eve of Vic3 release. This update brings full 1.34 compatibility, along with support for various ck2/ck3/eu4 mods as well as an interesting new pop shaping algorithm that could finally solve a host of issues stemming from overdeveloped EU4 provinces (which make shitty population inputs).
Hotfixes
- None, thankfully.
Coldfixes
- Fixed decolonization on forming unions
- Fixed "state is primary culture" issue. No comment.
- Tons of script fixes using Audax.
- Droping nonsensical primary culture for rump states.
- Random missing locs added/restored.
- Disabled St. Barths Referendum for Observer
- Make no distinction between dead and recently deceased nations for purposes of core removal. Cleaner core situation now.
- Updated Raj events to prevent the Raj from splitting off from a connected overlord.
- Fixes for custom nations losing their starting custom nation.

- CUSTOM POP SHAPING: Adds the option to shape pops based on region. This is experimental but VERY promising.
Shuffles

- Tons of cultures added or reshuffled.
1.0U "Ulm" - for 1.33 and previous
EU4toVic2, 1.0Ulm
Ancillary Release
This release has been in works for a while now, adding support for neo-neo-cultures (dynamic colonial divergences of already diverged dynamic EU4 cultures coming from CK3), a huge and extensive cleanup of scripts, flags, mappings and other assets, as well as all the fixes to issues that popped up in the last 4 months.
That said, we're at the limit of what Vic2 can offer us and we're looking with great anticipation at Vic3 so that we may do so many things, so much better.
Hotfixes
- Conversions of games past year 2000 will no longer crash.
Coldfixes
- Cultures in disputed border provinces mix organically.
- Imported imperialist wars no longer annex entire country.
- Fixed bug with incorrect import of institution count for tech purposes.
- Fixes to a plethora of unification events and chains.
- Fixes to rebel types for HPM hybrids.
- Countries that don't survive conversions now don't always leave cores.
- States are now broken apart in a much less buggy way.
- Fixes to liberal revolutions not firing, and other issues related from importing socialist governments - this won't be possible any more.
- Fixes to prestige loops with austria, baltics and others.
- Fixed issues where out-of-scope provinces from VN were sometimes mangled.
Enhancements
- Industralization factors added to all tech groups which allow one to tweak them carefully.
- Disputed provinces are now assigned according to absolute dev, not weight.
- Support for Voltaire's Nightmare reforms and effects.
- Songhai update countries now importable.
- Germany can now form via Erfurt Union chain, sidestepping SGF and NGF where those aren't possible.
- Observer improvements.
- New flags added and some flags corrected.
- Added converter options to HPM hybrids so England no longer breaks apart every game.
- Support for incoming CK3 dynamic cultures and their derived cultures.
Shuffles
- Slovenes no longer emerge from Austrians.
- Corrections to many province mappings, for vanilla and VN imports.
- Tweaks and corrections to many cultural mappings.
- A huge cleanup of unnecessary scripts, flags and other assets.
1.0T "Teutonic" - for 1.32 and previous
EU4toVic2, 1.0Teutonic
The Nightmarish Release
Last release, we brought in HPM Hybridization. In this release, we expanded on that, bringing in full support for Voltaire's Nightmare saves.
Seamlessly integrating any given outcome of European squabbles over 800 years into a canonical 1836 start date (as far as the rest of the world is concerned) was no easy task, and it's something we'll continue to work on and tweak in the foreseeable future.
Voltaire's Nightmare conversions require a working HPM installation.
Hotfixes
- Fixed a bug with fully decentralized HRE crashing when not assigning cores due to dead emperor.
Coldfixes
- Fixed province ownership algorithm which was horribly broken for years without anyone noticing.
- Tech scoring reworked since too many saves have every country identical, techwise, to others.
- Fixed a bug where HPM cultural mappings could override vanilla ones when HPM was disabled.
- Fixed a bug with HPM province names not being loaded for localization purposes.
- Independence CB is now not always available to everyone (ugh).
- Fix for provinces controlled (in wars) by tags that didn't survive conversion.
- HPM cultural union formation decision now no longer drops cores outside primary culture.
- Preventing several infinite country formation loops such as PLC->Zapadoslavia->PLC and similar.
- Fixed broken Slovenian formation
Enhancements
- Voltaire's Nightmare support
- 1356 support touched up a bit (cultures)
- HPM support expanded (cultures, province mappings, countries, cultural union tags, decisions, events)
- Support for IR:CK3 cultures expanded (such as greek, gaul and others)
- EU4 ship names now imported and used for Vic2 ships where possible.
- For non-HRE HREs coming in from conversions, they will now retain their non-HRE HRE tag and possibly unite into that one.
- Some compatibility patches for Random Content Mod
- Support for dynamically renaming provinces according to incoming non-vanilla EU4 province names and/or cultures holding them.
Shuffles
- Coptic culture separated from coptic religion.
- Taiwan now gets vietnamese slaves under the dutch.
- Some ugrian cultures reshuffled to better mapping matches.
- Kreol, Antarctique and other minor fixes.
- Metis disabled as we have no means to generate them.
- Touched up province mappings for Balkans, Egypt, Sudan, Moldavia and a few random others.
- Cherokee are now a thing
1.0S "Stettin" - for 1.31 and previous
EU4toVic2, 1.0Stettin
The Dragons Release
Beside EU4 1.31 compatibility update for the converter, this release brings an insane number of majestic enhancements - from HPM hybridization, previously thought impossible, by @cetvrtak, over thousands new flags and silly amount of corrections and script enhancements by @IohannesIohannium, to an enormous list of Imperator-to-ck3-to-eu4 streamlining patches.
To use HPM Hybridization you need to already have it installed locally in Vic2's mod folder. When using HPM hybrid conversion mod do NOT enable HPM in Vic2 launcher.
Hotfixes
- Used mods are now optional, conversions without them will no longer stop dead in the tracks, but will scream bloody murder.
- Absurdly long country names are now clipped (hello Revolutionary Revolutionary Revolutionary Revol...) so their filenames no longer crash when written.
- Fix for unsupported government mapping crash.
Coldfixes
- Uncolonized lands are no longer a proper country (relates to Vic2toHoI4).
- Fix for custom mod output name which we managed to break at some point.
Enhancements
- HPM hybridization - if you have HPM installed we can now do a merge, so you'll be running HPM enhanced conversion!
- The insane thousand flags library refill with CK3 and Imperator flags.
- A huge compatibility update for I:R-EU4, from cultures, religions, decisions, tag matches and so on.
- Adding subcultures for Vic2 union tags - this is important. Those Union Tags that vic2 recognizes as such now start with all EU4 converted cultures accepted. Spain will not accept portugese (not union tag), but France will accept occitans (union tag). This is configurable in union_tags.txt.
- Added (finally!) a colonial independence casus belli that won't make the former master prefer vassalization.
- Celtic Union tag (Ireland, Scotland, Wales and Brittany)
- Anatolian tag
- Decision to form Tartary
- Embraced HPM Far East Culture group for Japan and Korea
- Added Bömisch for Germans in Bohemia-Moravia / Sudetenland
- Added Wandernorse as a Norse fallback outside Scandinavia
- Added more English, Norse, Finnish colonial cultures
- Embraced HPM Alaskan culture, added Kholodnovoynsky ("Cold War-ian") as a US proper counterpart
- Added Antartique (French Brazilian), Guillaumois (French British) and Guiscard (French Neapolitan) cultures, for the sake of CK weirdness
- Added Székely culture
- Added Celtic colonial cultures
- Added some more Chinese cultures (Xiyeren 西野人 for Central Asia, Beieren 北俄人 for Siberia, Naiyeren 南野人 for Indochina)
- Added Florida, Vermont and the West Indies for the Postcolonial decision
- Added Oceania to the Africa reset option, mimicking Vic2 vanilla scenario
- Reordered Noculture events of the "Wait, we have no primary culture" series
- Added various cultures, notably German colonial zonal ones, a couple Dutch ones, Rollonian in case Vikings were not assimilated by the French, Latin colonial zonal cultures, Italian colonial zonal cultures and a French Argentinian culture
- Reorganised culture locs alphabetically and checked all locs for French, German, Spanish, Polish, Portuguese and Russian
- Added flags for Leviathan tags
- Added some more correct surnames to some cultures
Shuffles
- Fixed an unfortunate Grenland mismap.
- Aegyptian now maps into arabic.
- Minor adjustments to many cultural mappings
- Checks/corrects for Polish and Spanish country locs
- Corrects for religion locs
1.0R "Ragusa" - for 1.30 and previous
EU4toVic2, 1.0Ragusa
Rolling Release
This is a small patch as we're swapping to a rolling release model, so this version of the converter will be updated on the fly until a new release is required. As such, not many changes are present, though some relatively important bugs did get fixed.
Hotfixes
- Quickfix for iffy culture loadings where some cultures would be ignored.
- Fix for messy superregions match where superregions with underscore in name wouldn't get loaded.
Coldfixes
- A large potion of the internals has been rewritten, in a continuous effort to refactor the entire converter and bring it up to 2021 standards. Users should hopefully notice none of this.
- The default mapping of Qing to China can prove wrong in cases where another Chinese Empire is still living. Qing now maps to its own tag, albeit having a simplified decision to become China.
Enhancements
- Removes Germany and Holy Roman Empire (country) in case the HRE enacted all decentralization reforms.
- Updated for new Reformed Siberians. (From CK3)
- Added pagan_religion_reformed (CK2)
- Moved all Gnostic faiths to link to Gnostic
- Moved all Yazidi faiths to link to Yazidi
1.0Q "Qi" - for 1.30 and previous
EU4toVic2, 1.0Qi
Preemptive Release
Eu4toVic2 is an old beast, and for a trained eye, it shows. Recently we've begun to revamp vast tracts of its internals, effectively doing organ transplant surgery. So far, the patient is stable, so this is an opportune moment to make a release - before we take chainsaws and jackhammers and go do bowel drainage.
However not all maintenance is without benefits, and we did a lot of updates on the side:
Hotfixes
- Rakaly has been updated to latest, allowing EU4 ironman savegame melting.
- Loading EU4 mods such as Development Expanded, which contain odd stuff in their mod files, will no longer crash the converter.
Coldfixes
- A few countries had too many copy/pasted parties, we've cleaned up the mess.
- We've dropped support for some vestigial EU3 (!) tags that managed to remain in the converter. You will be missed.
- Removed the "Missing CK2 export directory" whine, since official CK2 converter's export location isn't at all supported in the new PDX Launcher. As a reminder, our CK2ToEU4 converter exports the mods directly into EU4's mod directory, no manual move required.
- Unlocking socialists at game start has been fixed, for those saves that manage to contain a surviving Dithmarschen or similar countries.
- Extreme population reshaping, which is intended for flat-dev MP games, has been completely overhauled and many issues with it have been corrected.
Enhancements
- Imperator-to-CK3-to-EU4-to-Vic2 chain has been implemented for all cultures and religions, allowing for a seamless transition from Imp onto Vic2.
- Title mappings have been updated with complete list of CK3 titles so now those tags map as accurately as we can make them.
- Country flags conversion mechanism has been enhanced for post-colonial countries, allowing for much finer control.
- Countries with Shinto religion will no longer suffer a penalty to literacy, even if they are primitive/unciv/partwest (as a result of Eurocentric conversion). This means Japan and equivalents will be able to industrialize quicker than before, similar to vanilla.
Shuffles
- Small shuffle of Platinean and South Andean culture mappings so they're more accurate.
- Pommeranian and Sorbian cultures are imported as standalone cultures.
The windows_development_build supersedes this release and is built whenever a feature is added, dynamically. You can get it here.
1.0P "Picardy" - for 1.30 and previous
EU4toVic2, 1.0Picardy
Workshop Release
It's been a while since we did a release and emergence of our novel CK3toEU4 converter necessitated an update to incoming cultures and religions. Most of other updates have been under the hood, tinkering and improving core converter components, changes that should be invisible to users.
As far as visible ones go:
Fixes and Improvements
Old saves
- EU4 saves prior to 1.26 should again convert without glitches (multiple issues fixed).
Country renaming
- Small countries named after their main province/city ("Lucca" for example) will rename to something else if they no longer hold their namesake province. Hopefully no more migrating minors.
Earlier parties
- Due to many players converting earlier than advised and then not seeing political parties, we've pushed conservatives much earlier, into 17th century, possibly even earlier. Other parties will unlock in due time.
- For saves with incoming socialists (surviving Dithmarchen for example), socialism will unlock at game start through an event.
Countries
- India will no longer release Raj.
- Chuvashia is now a country.
- Countries that match in name some CK3 title should grab appropriate imported flags - we support almost all kingdoms and empires from CK2 and CK3.
Religions
- Adamite and Gnostic religions are new standalones.
- Other CK3 religions map into existing ones (mostly various pagans, religion_heresies, etc). We'll distribute these further into standalone
religions in time, if needed. - Incoming reformed and custom religions from CK3toEU4 mods revert back into their base religions. This is important. A religion made by forking Adamite will convert as Adamite (a supported standalone). A religion forked from Insular Celtic will revert into that Insular Celtic, and will convert as Catholic. We need to decrease the number of religions to maintain pop stacks, and to remain compatible with Vic2toHoI4.
Cultures
- chuvash culture now exists.
- thracian and lusitanian eu4 culture can now be imported.
- mexican and brazilian eu4 cultures now correctly map across respective regions, and mexican native regions have been expanded from mexican_region to include rio_grande_region and california_region.
- Iberian cultures in upper_peru_region have been split into south_andean and platinean more realistically.
- All cultures have been reordered and checked (yet again, work that never ceases), fixing may minor mismaps.
General fixes
- Localization is no longer problematic on Linux build, and Russian localization of party names is no longer missing.
- The Marcus earthshattering gamebreaking worldstopping error fixed.
As previously stated, a lot of background code was updated and users should notice none of it.
The windows_development_build supersedes this release and is built whenever a feature is added, dynamically. You can get it here.
1.0O "Oyo" - for 1.30 and previous
EU4toVic2, 1.0Oyo
Iron Release
This release, although small, is rather impactful. It deals with ironing out most of outstanding issues and mismaps, as well as introduces several important QoL features and changes.
Iron / QoL Features
Ironman
- Thanx to Rakaly we now have a fully-functional melting support for Ironman games. Huge thank you to Comagoosie!
Fronter
- Fronter has been ironed to no longer demand CK2 export directory (which stopped being relevant in 1.29 as mods from official PDX converter are now exported to eu4 mod directory)
- Fronter now also allows users to use spaces in custom output mod name, which previously didn't work.
- Instead of relying on common-sense directory paths, Fronter will now prevent usage of paths that "don't exist" (notably when OneDrive symlink folders get in the way). Previously this produced a hotbed of confusion for users.
States and territories
Our previous method of assigning states and territories was confusing to many. Most notably, idea of having territories inside Europe was semantically off-putting as players equated territories with colonies. We have now changed how this works:
- If a nation is uncivilized, all provinces owned will be imported as full states.
- If a nation is civilized, those provinces containing their cores will convert as states, as before.
- Those provinces NOT containing their cores will convert as states only if the people in them are themselves civilized.
- Whether people are civilized or not depends on their eu4 tech group and related configuration file (tech_groups.txt) so this is perfectly moddable.
Example - Ottomans: Balkans will convert as states (eastern-tech cultures there are civilized), but Egypt will not, unless Misri (Egyptian culture, muslim group, uncivilized) are an accepted group and thus produce Ottoman cores - and provinces will cores do convert as states.
Mapping Revamp
- As a part of culture revamp, all culture mappings were compressed and duplicates removed, halving the number of mapping and ditching a third that was excess.
- Province mappings were also fixed in several areas where we found mismaps.
Aside for these bullets, a minor fixes to decisions and events are also in, as well as under-the-hood improvements that should be invisible to user.
The windows_development_build supersedes this release and is built whenever a feature is added, dynamically. You can get it here.
1.0N "Nitra" - for 1.30 and previous
EU4toVic2, 1.0Nitra
1.30 Imperial Release
It was a long wait for 1.30 and this gave us time, and time aplenty, to resolve a few minor details and bugs with the converter.
Expansions
General
- CZE and RAJ added to countries, as well as new 1.30 tags and their flags.
- Even Observer now gets a bespoke newspaper.
- When using Eurocentrism, no longer European (or whichever tech group is set to westernization 10) countries will convert as uncivs, no matter how behind tech they are.
Cultures
- Jewish cultures now properly differentiated and have their own colonial offshoot cultures.
- General cleanup of a huge amount of culture mappings.
- Even larger cleanup of slave cultures and many issues stemming from this section.
- Using "accepted cultures" to now finally display a country's primary religion.
- Baltic cultures mappings reshuffled to approximate sanity. They now share colonial cultures with slavs.
- Icelandic and Slovene now added for incoming 1.30 games (though they existed previously).
Names
- Korean province names now change according to owner (Korea, Japan, China).
- German/Polish provinces now swap names according to owner.
Provinces
- Many new 1.30 provinces now resolve ties where they used to map to multiple Vic2 provinces. As EU4 province density in Europe approaches Vic2, almost all provinces are mapped 1-to-1 across western Europe.
Reforms
- 1.30 reforms integrated and will affect starting reforms and government type on conversion.
Bugfixes
Code
- Colony agreements weren't properly imported and this caused issues on them always becoming independent.
- Fixed handling of incoming broken and malformed regiment types from EU4.
- Converter will no longer produce bearded women by importing female generals/admirals, as Vic2 doesn't support women in those positions.
Events
- Noculturocide (elimination of noculture pops) crashed the game so we dropped this for now.
- Large cleanup of postcolonial decisions and their broken localizations.
Unifications
- HRE will no longer try to form cultural unions.
- WSF and Zapadoslavia cultural union loop snipped.
- Scandinavian unification decision restored.
- Generic national unification will now no longer accidentally remove all the cores of the country forming a union.
The Frontend
- The old Frontend program has been replaced with a brand new one, called Fronter, which does everything the old one did as well as display conversion progress. Yay, a technological leap! Backwards! To C++ from C#!
Aside for these bullets, a host of minor fixes and cleanups has been done, as always, across the codebase. The converter is more stable than ever - and we'll see if that remains the case once we test it fully against 1.30 games.
The windows_development_build supersedes this release and is built whenever a feature is added, dynamically. You can get it here.
