What does this PR do?

Mark Test(?:EKS|Kind)Suite/TestDogstatsd(?:InAgent|Standalone)/metric___custom.metric{^kube_deployment:dogstatsd-udp$,^kube_namespace:workload-dogstatsd$} as flaky.

Motivation

The merge of DataDog/test-infra-definitions#1299 broke those tests and we need time to investigate if this PR is only making a bug in the admission controller more visible or if it’s the tests that were wrong and that need to be fixed.

A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput).   2. Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

  3. Its configuration does not mark it "erratic".
