Encode Geomancer submission into JSON and add it to unicef/publicgoods-candidates/screening.

This is tied to #625. Geomancer is a project from the Thinking Machines team.

The Venture Fund team had a bi-annual check-in with @thinkingmachines today, and there was uncertainty on next steps for the DPG nomination. Is there any feedback I can take back to the team as we prepare to on-board them again with the follow-on funding cohort detailed in #625?

The team is internally refactoring Geomancer and plan to release a better open source tool for geospatial feature engineering in the next 6 months hence archiving this submission for now. Thanks.
