feat: Change the layout of arrays and vectors to be a single pointer #8448

Previously, we used to store arrays as two stack elements (rc, items_pointer) and vectors as three (rc, size, items_pointer). Now we move away from that and we just represent them as one pointer to (rc, ...items) in the case of arrays and (rc, size, ...items) in the case of vectors. This makes moving around arrays and vectors cheaper and avoids needing to re-store arrays and vectors in references after modifying the reference counters.

Previously, an array with nested arrays had:

stack: parent items ptr, parent RC
parent items ptr: [ptr_a, ptr_b, ...]
ptr_a: a items ptr, a RC
a items ptr: [a_0, a_1, a_2...]

Now an array with nested arrays has

stack: parent ptr
parent ptr: [parent RC, ptr_a, ptr_b, ...]
ptr_a: [a RC, a_0, a_1, a_2...]

So previously the runtime needed to do a double dereference to get to the items. Now it's a single dereference and add one, to reach the items pointer

We should be able to avoid mem copying for flat array arguments if we issue multiple calldatacopy, instead of one. I'll address that after this PR.

I'll extract slice ops into procedures after this PR, they have gotten big enough at this point. It's tricky because you can have slice ops that operate in a different amount of variables (to insert a composite element) but I have a plan for that too

# Description

## Problem\*

Resolves <!-- Link to GitHub Issue -->

#5935 added logic to remove
trivial stores, however, it also had to track whether the alst
instruction was an `inc_rc` or `dec_rc` instruction. After
AztecProtocol/aztec-packages#8448 we can remove
that logic.

## Summary\*

Removes `inside_rc_reload` from mem2reg, its tracking method, and its
ussage.

Before AztecProtocol/aztec-packages#8448 we were
creating extra trivial stores. The majority of the code size benefit
comes from that PR avoiding the creation of those stores in the first
place. This PR is truly simply a clean-up that removes unnecessary
logic. I do not foresee large bytecode size increases from this removal
as the majority of the benefit came in the new array layout.
