There is a dedicated project for the visualizer for 2019, but this cannot as of yet be compiled using Appveyor, because there isn't yet a VS 2019 AppVeyor image -- appveyor/ci#2907.

The reference to Microsoft.VisualStudio.DebuggerVisualizers in Tests.Visualizer should be changed to the 2019 version when this becomes available.

Separate Appveyor.yml build configuration for 2017 still pending.
