This PR was created to update develop with changes from release 1.58.3.

PR submission checklist:

  • I have considered adding unit tests where possible.
  • I have considered if this change warrants user-facing release notes more info and have added them to RELEASE-NOTES.txt if necessary.

I'm reverting this PR to draft because it should point to the merge commit of WordPress/gutenberg#34031 which hasn't been merged yet.
