feat(home): add target and rel attribute to home actions #3528

Fixes #3472

Added target and rel attributes to the relevant components for actions specified in the home layout to use those properties.
Tested it locally
Updated docs with the new options (and also noticed the features section was missing the target property in the docs despite being available)
