Share CMake scripts with Nebula Graph and Common
Separate the fetch and configure stage of Nebula Common
Fix warnings and bugs detected by compiler
Add support to use a local copy of Nebula Common
Build Nebula Common out of source
Fix warning on parallel jobs of sub-make(# of building jobs of modules now inherits from the parent make)
