fix: dependency hoisting issue with @tailwindcss/forms #1814

Description

This moves @tailwindcss/forms to devDependencies in bruno-app (where it belongs anyway!) to fix an issue arising from the inconsistent hoisting of this package and the main tailwindcss package.

This fixes the build of bruno-app, which is currently failing on the main branch.

Tested successfully with npm ci and with npm i --legacy-peer-deps .

This appears to be no longer relevant, since the direction seems to be to remove tailwind forms
