Description
This PR adds a package for boat-drone communication inside /Navigator/hardware_drivers. The package is currently incomplete, but the packets.py file is ready for review, and contains the packets needed for communication between the boat and drone.

- Related to #1299
Testing
Run python3 packets.py to see the packages compile successfully. Further testing will be completed after writing the drivers.
