Release Nuvola 4.13

Nuvola 4.12.0 was released on July 21st, 2018, and the micro version number is getting high (4.12.82). Let's release Nuvola 4.13.0.

Hello @a-m-s, @bors-ltd, and @d-r-q. I'm going to release Nuvola 4.13.0 on Sunday, September 30th. Any not yet released changes in scripts will be formally released as well and the version_minor number will be increased. If you would like to include any last-minute changes, the deadline is the midnight before (UTC+2). Any changes after the deadline will still be included in Nuvola 4.13.x flatpaks, but not in third-party builds which track formal releases only.

• I need time to prepare my talk for Linux Days, so Nuvola 4.13 is postponed to Thursday October 11th or later.
• That way, we can also include the fix for Cannot login to BBC site via iPlayer script #476 and finish Provide per-app screenshots for AppData nuvolasdk#5.

@tiliado/nuvola-maintainers The final release date for 4.13.0 is October 14th, 2018. The deadline for last-minute changes is the midnight before (UTC+2).
