Generate test reports xml

  • generate reports in xml format from test runs
  • upload XML reports to artifacts
  • use job_id in report name

This change enables collecting test reports and "test-reports-ubuntu-latest-..." type of reports are successfully collected.
We will need to make a few more adjustments to collect all reports successfully in followup PR.
