Switch to DISABLE_DEPRECATION_WARNINGS to match other RAPIDS projects

Description

Use the term DISABLE_DEPRECATION_WARNINGS so that we match other RAPIDS projects rapidsai/cuml#4946 plus the plural tense in general makes more sense.
