Get a start on deprecating certain build items and aspects of
PackageConfigwhich prevent a single build from producing multiple artifacts.This PR is just a draft for now, to spur further discussion. I imagine several more steps, for example updating build steps accordingly and cascading deprecation to other build items that also represent a single-image world view (e.g.
OpenshiftBuild,DockerBuild, etc.). These classes all would need replacement.
