Replace the private _PyUnicodeWriter with the public PyUnicodeWriter.

  • Avoid temporary PyUnicode_DecodeUTF8(): call PyUnicodeWriter_WriteUTF8() instead.
  • Avoid temporary PyObject_Repr(): call PyUnicodeWriter_WriteRepr() instead.
