- Refactor tests to be parametrized.
- Pass `_query` to `route_path` in template.
- Remove `is None` from filter query, it adds nothing.

This looks good, I'm a little torn on the 0/1 values for the manually_reviewed query parameter but am unable to make a better suggestion.
