Update 3.28.0 -- Roadmap

This is a work in progress to update all of the packages to 3.28.0.

Notable changes

• Drop ember-svg-jar hbs strategy
• Upgrade ember-cli-typescript
• Run ember-cli-update in all packages
• Update some side dependencies
• Update imports

ToDo:

• Update ember-validators once [bug]: don't mutate options to validator adopted-ember-addons/ember-validators#119 gets merged
• Update ember-changeset and deps (probably drop spike support for now, coming back at this later)
• Figure it out how to deal with V1Addon with [email protected] does not work with App with [email protected] emberjs/ember-cli-babel#431
• Deal with typings bugs in changeset-form, and pikaday
• Deprecate importing sass, its really really bad performance and elastic eui is actually migrating to emotion, so maybe the effort should be towards that path

Postwork:

• Ember 4.x.x compatibility
• Embroider ready, tree shakeable
• V2 addon?
