[Scenes] Scene Handler Encode and Decode attribute value list (#27089)

* Added Encode and Decode helper functions for SceneHandlers to avoid code dupplication

* Moved functions from SceneHandler in SceneTableImpl.cpp, applied comments

* Removed unused container in SceneHandler encode/decode of attributeValue lists

* Apply suggestions from code review
