  1. Add missing a=ssrc lines for RTX/FEC 

    Pion extracts them from ssrc-group line so this didn't failed
Pion<->Pion. Chrome/FireFox uses the dedicated a=ssrc lines and our
Offer/Answer would break negotation

Fixes #2922
