update client-c to support choosing non pending peer when dispatch task

What problem does this PR solve?

Issue Number: close #7301

Problem Summary:

What is changed and how it works?

Mainly changes are in tikv/client-c#144

• Try to use non-pending peer for TiFlash queries
  • If any pending peer exists, each time build mpp task will invalid the region cache and retry to get the latest RegionInfo next time access to that Region
  • If all peers are pending, fallback to send request to all stores
