We can modify the AggregationBinder::toMPPSubPlan to pass the fine_grained_shuffle_stream_count to ExchangeReceiverBinder and ExchangeSenderBinder.
Then the ExchangexxxBinder can use fine_grained_shuffle_stream_count to set the tipb::Executor

We can modify the AggregationBinder::toMPPSubPlan to pass the fine_grained_shuffle_stream_count to ExchangeReceiverBinder and ExchangeSenderBinder. Then the ExchangexxxBinder can use fine_grained_shuffle_stream_count to set the tipb::Executor
