Bug Report

This is another case of #57404.

1. Minimal reproduce step (Required)

  1. Drop a TTL table, which has a running TTL job.
  2. Restart the owner of this TTL job.

2. What did you expect to see? (Required)

The TTL job is finally removed.

3. What did you see instead (Required)

The TTL job is always running and never removed.

4. What is your TiDB version? (Required)
