Run DDL that may encounter ErrEntryTooLarge. For example, batch create tables.

2. What did you expect to see? (Required)

DDL should report error, and execute other DDLs should not block.

3. What did you see instead (Required)

DDL blocks.

4. What is your TiDB version? (Required)
