In phetsims/qa#869, @DianaTavares noted that it would much more convenient for translators if the Save, Test, and Publish buttons were always visible. I think we could do this by putting them in a "sticky" container. My only concern is ensuring the container doesn't obscure anything else. We could try https://getbootstrap.com/docs/5.2/helpers/position/.

Feature added in cd1595b. Tested on macOS Safari/Chrome/FF, and Windows 10 Chrome/FF. Marking as fixed awaiting deploy.
