Update pangeo-notebook metapackage version to 2023.06.30 #469

Updated environment.ymls to use 2023.06.30.

It's weird, I can't figure out where pangeo-notebook=2023.06.30 came from ?!... (conda-forge/pangeo-notebook-feedstock#159)

Close this issue since as the 2023.06.30 tag was accidentally created and subsequently deleted as mentioned at conda-forge/pangeo-notebook-feedstock#159?

Also thinking whether to pin to jupyterlab<4, considering the compatibility issues with dask-labextension at #467 and jupyterlab-git at jupyterlab/jupyterlab-git#1245, possibly others too.

@weiji14 yeah, I think pinning to JupyterLab < 4 until those get resolved is a good idea.

When using https://github.com/pangeo-data/pangeo-docker-images/tree/2023.10.28/pangeo-notebook in daskhub-2023.1.0 I get:

Yes, we're waiting for jupyterlab-git=0.50.0, see jupyterlab/jupyterlab-git#1245. There's a pre-release version already, but we'll need an official release that is on conda-forge too.

As a temporary workaround, you could try pip install --pre "jupyterlab-git==0.50.0a2". Or downgrade to a pangeo-notebook tag that uses JupyterLab 3.x (https://github.com/pangeo-data/pangeo-docker-images/releases/tag/2023.07.02 I think).
